Anyone familiar with these guys?  I've gotten a single unsure warning that they are headed by Frank Zhang and I should avoid them.

There is a long and convoluted set of posts and warnings scattered round the net on Mr. Zhang and his aliases.  So convoluted that I can't get a real grip on Top Education and if there is any connection at all.  They are based out of Shanghai.
